Subject: Revised IRB Fee for FY17 Industry-Sponsored Research

Dear Colleagues:

The Human Subjects Office and the Institutional Review Boards work hard year-round to facilitate research at the University of Iowa while protecting the health and safety of subjects under our care. Costs of administering these programs continue to rise, however, which means the Office of Research and Economic Development will need to adjust some of its fees for FY17.

These increases, which haven’t been adjusted since 2014, are consistent with those charged by peer institutions for IRB review. The fee schedule and other changes are as follows:

IRB Administrative Fee for Industry-Sponsored Projects Sent to External IRB

• The Initial/Full Board review fee (currently a one-time fee of $1,000) will increase to $1,500.
• An additional, annual fee of $750 will be assessed for continuing review of the protocol.
• 26 percent F&A will be assessed. The University’s Corporate & Industry Sponsored Clinical Trial Policy (http://gao.fo.uiowa.edu/corporate-and-industry-sponsored-projects-policy-statement-0) requires F&A to be assessed against total direct costs of each project. In a recent review, it was determined that F&A has not been assessed on all IRB Review/Administrative Fees. Effective July 1, 2016, these costs will no longer be excluded from the F&A assessment.   

IRB Review Fee for All Industry-Sponsored Studies reviewed by the University of Iowa Biomedical IRB-01.

• The Initial/Full Board review fee (currently a one-time fee of $2,000 billed directly to the sponsor when the project is funded) will increase to $2,500. An additional $1,000 fee will be assessed annually for continuing review of the protocol.
• A fee of $1,000 will be assessed for expedited review, and an additional $500 fee will be assessed annually for continuing review.
• $0 will be assessed for exempt studies.

IRB Administrative Fee for Projects sent to VAMC IRB (IRB-03)

• To align VAMC fees with those for industry sponsors, an Initial/Full Board Review fee of $2,500 will be assessed, along with an annual fee of $1,000 for continuing review.
• A fee of $1,000 will be assessed for expedited review, and an additional $500 for continuing review.
• $0 will be assessed for exempt studies.
• There will no longer be a fee assessed for modifications.
